Person Specification

JOB TITLE: Chief Fire Officer and Chief Executive 

The Person Specification sets out the skills, knowledge and experience that are considered to be necessary to carry out the duties of the post effectively. It will be used in the shortlisting and interview process for this post. You should demonstrate on your application form how you meet these criteria as you will only be shortlisted if you meet all of the essential criteria (and desirable criteria where applicable). 

EDUCATION AND QUALIFICATIONS 

Educated to degree (or equivalent) level (E) 

Evidence of relevant continuing professional development (E) 

Successful attendance on either the former Brigade Command Course or the Executive Leadership Programme (D) 

Ability to communicate in English (E) 

Ability to communicate in Welsh (D), alternatively a commitment to achieve Welsh language Level 3 qualification within 24 months of appointment. Training and support for this will be provided by the FRA (E) 

EXPERIENCE 

Proven, recent experience at strategic management level in a fire and rescue service or equivalentPlease note that the Authority will consider applications from candidates outside of the sector who are able to demonstrate that they possess both relevant and transferable skills in order to perform effectively in the role (E) 

A thorough understanding of the framework within which the Welsh public sector functions and an awareness of the challenges that fire and rescue authorities in Wales face (E) 

Experience of working at senior level with strategic partners across the public sector (E) 

An understanding of the range of issues involved in delivering fire and rescue services in a rural environment (E) 

Experience of success at senior level in delivering the operational requirements of a large, complex organisation against a background of competing demands, financial restraint and rapid change (E) 

Experience of managing a large, diverse workforce (E) 

Experience of financial management at strategic level (E)  

SKILLS AND PERSONAL ATTRIBUTES 

Ability to provide visible leadership to all members of the FRS and able to motivate both individually and through teamworking (E) 

High levels of personal resilience allied to energy, commitment, confidence and enthusiasm in order to meet the demands of the role (E)

Excellent oral and written communication skills (E) 

Possession of a full, current driving licence valid in the United Kingdom (E)
